I can not use skills since relog several times and still the same.

Yeah thats right but download the Patch for 100+ Skills too for dun get d/cing when anyone use it

ok how do you get the level 20 power upgrade quest to start i have tried several times an it wont start any help would be appreciated

go to your Skillmaster at Roumen

Wishis - Mage
Marty - Warrior
Daikin - Scout
Keast - Cleric

and start the first quest
